Se presentan resultados de un estudio sobre utilización del financiamiento público recibido por cooperativas que integran Núcleos de Desarrollo Endógeno (NUDE). Se tomó el caso del NUDE Agua Santa, del Estado Trujillo. El diagnóstico se realizó por solicitud y financiamiento de la Superintendencia Nacional de Cooperativas. Se aplicó un instrumento, se hicieron entrevistas semiestructuradas, focus groups y se revisaron documentos pertinentes. Se encontró que el Estado había invertido más de US$ 700.000 directamente en las siete cooperativas que integran el NUDE, las cuales estaban en franca decadencia con tendencia a la quiebra. Los asociados recibieron capacitación para trabajar en proyectos que fueron diferentes a los que se establecieron. No se pusieran en marcha proyectos conforme a los fines iniciales y por tanto el NUDE poco contribuye al desarrollo endógeno local. Deben evaluarse los NUDE en la región y en el
país en el marco de la revisión para la rectificación de las políticas públicas y la sustentabilidad de las organizaciones de economía social.

Resumen en otro Idioma | Results of a broader research about utilization of public financing by co-operatives integrated into Nucleus for Endogenous Development (NUDE) are shown. The study case was based on the NUDE Agua Santa, Trujillo State. The diagnostic was carried out upon request and with nancial support of the national superintendency of cooperatives. Semi structured interviews and focus groups were conducted and also the pertaining books keeping was reviewed. It was found that the State had directly invested more than US$ 700.000 among the seven cooperatives belonging to the NUDE; however the co-operatives were going down. If things are not reviewed and corrected the co-operatives may go bankrupt. The co-operative members were trained to work in projects that were not setup and by that they were working without enough qualification. Some co-operative projects were not working according to what it was supposed to be and therefore they were not contributing as much as possible towards local endogenous development. It is worth to continue evaluating NUDE in order to achieve recti cation regarding public policies for co-operatives and the sustainability of social economy. |
