dc.description.abstract | Desde la promulgación de la primera Ley de Reforma Agraria en la década de los años sesenta del siglo XX, tanto el sector público como el privado han planteado la necesidad que Venezuela se convierta en una potencia agropecuaria para dejar la dependencia del petróleo. A pesar que se han presentado varias propuestas para cambiar el paradigma del petroestado, no se han considerado de manera sistémica las especificidades del sector agropecuario y sus múltiples interrelaciones con la economía. En este contexto, se desarrolló una investigación cuyo objetivo general fue diseñar un modelo de planificación estratégica para un desarrollo agrosustentable, analizando los planes de la nación en el contexto internacional latinoamericano de la sustentabilidad: Económico-Social-Ecológico. El tipo de investigación fue documental y plantea una visión sistémica de la planificación, donde cada variable se perturba recurrentemente por los input y output que actúen durante el desarrollo del plan en forma discontinua, proponiéndose la figura del helicoide como representación de la entropía que coexiste en el proceso de planificación y que se desarrolla permanentemente achicándose o agrandándose hacia uno de los componentes del sistema agrosustentable: agroecológico, social o económico. Finalmente se propone un modelo como un sistema ambiental evolutivo, abierto y altamente impredecible, frente al cual se tiene que empezar a actuar de una manera interactiva considerando todos los factores o componentes a gobernar. | es_VE |

dc.description.abstract1 | Since the enactment of the first Agrarian Reform Law in the 1960s, both the public and private sectors have raised the need for Venezuela to become an agricultural power to leave dependence on oil. Although several proposals have been presented to change the petro-state paradigm, the specificities of the agricultural sector and its multiple interrelationships with the economy have not been systematically considered. In this context, an investigation was developed whose general objective was to design a strategic planning model for an agrosustainable development, analyzing the nation’s plans in the Latin American international context of sustainability: Economic-Social-Ecological. The type of research was documentary and proposes a systemic vision of planning, where each variable is recurrently disturbed by the input and output that act discontinuously during the development of the plan, proposing the figure of the helicoid as a representation of the entropy that coexists in the planning process and that develops permanently, shrinking or enlarging towards one of the components of the agrosustainable system: agroecological, social or economic. Finally, a model is proposed as an evolutionary, open and highly unpredictable environmental system, against which it is necessary to start acting in an interactive way, considering all the factors or components to govern. | es_VE |
