dc.description.abstractLa implementación de los planes gubernamentales en todos los niveles de gobierno representa el alcance de las metas del país, por ende, esta investigación se propone determinar el uso de técnicas de planificación implementadas en la administración pública municipal del Estado Mérida, y su vinculación con el Sistema Nacional de Planificación. Casos de estudio: municipios Libertador, Campo Elías, Cardenal Quintero, Pueblo Llano, Rangel y Santos Marquina. De igual manera se busca conocer si las técnicas de planificación utilizadas en estos municipios se ajustan al Sistema Nacional de Planificación, determinando la relación entre las variables: herramientas de planificación municipal y el Sistema Nacional de Planificación venezolano.es_VE

dc.description.abstract1The implementation of government plans, at all levels of government represents the achievement of the goals of the country, therefore, this research aims to determine the use of planning techniques implemented in the municipal public administration of Mérida State, and its connection with the National Planning System. Study Case: Municipalities of Libertador, Campo Elias, Cardenal Quintero, Pueblo Llano, Rangel and Santos Marquina. Additionally the research inquire about if the planning techniques used in these municipalities are in accordance with National Planning, determining the relationship between the variables: municipal planning tools and the Venezuelan National System Planning.es_VE
