dc.description.abstractEn este trabajo planteamos las principales distorsiones y algunas transformaciones que ha experimentado el Estado en América Latina, particularmente hacemos referencia a la crisis que asume este en su funcionamiento durante la década de los años ochenta y noventa, así como también la crisis de gobernabilidad democrática que registra casi toda la región en estos últimos años. Frente a la crisis del Estado en América Latina se proponen y abordamos en este articulo las dos generaciones de reformas experimentadas en América Latina, la primera generación son reformas básicamente de tipo económico, la segunda generación conforman reformas de tipo institucional (reforma del Estado, descentralización y reinvención del gobierno). Finalmente establecemos cuales serían los principales retos y desafíos que asume el Estado en América Latina ante el nuevo milenio y las nuevas condiciones y situaciones.es_VE

dc.description.abstract1In this work we outline the main distortions and some transformations that it has experienced the State in Latin America, particularly we make reference to the crisis that assumes this in their operation during the decade of the years eighty and ninety, as well as the crisis of democratic gobernabilidad that almost registers the whole region in these last years. In front of the crisis of the State in Latin America intend and we approach in this I articulate the two generations of reformations experienced in Latin America, the first generation is basically reformations of economic type, the second generation conforms reformations of institutional type (it reforms of the State, decentralization and reinvención of the government). Finally we settle down which would be the main challenges and challenges that it assumes the State in America Latinan before the new millennium and the new conditions and situations.es_VE
