dc.description.abstract | La ordenación del territorio puede calificarse como un proceso que, en Venezuela,
alcanza cerca de un siglo desde sus primeras manifestaciones. Su
inclusión en la Constitución (2000) la consagra como parte de los derechos
humanos ambientales, de donde deriva el mandato para la actualización
de la Ley Orgánica que la regula (1983). Desde la entrada en vigencia de la
Carta Magna se conocen cinco intentos de actualización sin buen término,
probablemente porque el interés en esta materia va más allá de sus ámbitos
naturales, pretendiendo hacerla instrumento de control político territorial.
Así, con la intención de develar los hechos más relevantes de este proceso
de reformulación, se hace tanto una revisión de la política de ordenación y
del escenario político nacional que incide en la misma, como de los proyectos
de modificación de la Ley vigente, para concluir sobre las razones que
han impedido su cristalización un nuevo texto legal. | es_VE |

dc.description.abstract1 | The land-use planning can be described as a process that, in Venezuela,
nearly gets to a hundred century from its first signs. Its inclusion in the
Constitution (2000) confirms it as part of the environmental human rights,
where the mandate for the update of the Organic Law that regulates it derives
from (1983). Since the Magna Carta came into force, five update attempts
without any good conclusion have been known, probably because
the interest in this matter goes beyond its natural spheres, trying to make it
an instrument of territory political control. Thus, with the intention of unveiling
the most relevant facts of this reformulation process, a revision of the
management policy and the national political scenario affecting it is made,
as well as the projects of modification of the Law in force, to finally conclude
about the reasons that have hindered the crystallization of a new legal text. | es_VE |
