dc.description.abstractEl proceso de paz del Sahara Occidental sólo puede tener posibilidades de prosperar si se cumplen tres condiciones: en primer lugar, que se parta de la situación real del confl icto, que es que el Sahara Occidental ha experimentado diversas amputaciones y ahora se halla dividido; en segundo lugar, que las fórmulas para solucionar el confl icto sean conformes con el Derecho Internacional; y en tercer lugar, que la fórmula que se estime correcta esté acompañada de un mecanismo de garantía. El "Plan Baker" (2003) cumple con estos requisitos, pero no parece que el proceso de negociación abierto en 2007 lo haga.es_VE

dc.description.abstract1The Peace Process in the Western Sahara may only succeed if it fulfills three conditions: first, that it should be based upon the real situation of the conflict, which is that Western Sahara has been amputated and is now divided; second, that the formulae to solve the conflict should comply with the International Law; third, that any formula considered as correct should be accompanied by a guarantee mechanism. The Baker Plan (2003) fulfills these requirements, but it seems that the negotiation process opened in 2007 does not do so.es_VE
