Resumen
El presente trabajo se incluye en la línea de investigación que pretende demostrar que la débil cultura participativa en los espacios locales obedece en gran medida a la ausencia de planes formativos dirigidos a educar para la ciudadanía. Dejando en evidencia además que los actores responsables de incentivar a la participación, llámese Estado – Gobierno, han invertido recursos importantes en impulsar la participación pero han fallado en la transformación del propio aparato gubernamental, y ello precisa urgentemente la transformación de las instituciones públicas aplicando nuevas tendencias gerenciales que potencien la calidad de la gestión, como lo es la nueva gerencia pública.

Showing also that the responsible actors for encouraging participation, as State Government, have invested significant resources in promoting the participation but they have failed in the transformation of their own organization, and urgently need to transform public institutions applying new trends of management that enhance the quality of management, as is the new public management. |
