| dc.description.abstract | El objetivo de este trabajo es verificar la estructuración financiera del proyecto vial Ruta del Sol, particularmente, en el sector 2 que se realizó bajo la modalidad de finanzas estructuradas porque permite minimizar los riesgos de construcción y operación; además acordar las formas de pago, los estímulos por ejecución y penalidades por incumplimiento o retraso. Al respecto, los resultados muestran que aunque se reconoce la legitimidad para la intervención de la Agencia Nacional de Infraestructura (ANI) y la empresa Concesionaria encargada de llevar la obra, queda por resolver el papel de la ANI como garante y vigilante de las partes y de las instituciones que participaron como interventoras en relación a los delitos de corrupción vinculados a este proyecto. | es_VE |

| dc.description.abstract1 | This paper aims to look over the financial structuring of the road project Ruta del Sol, specifically in sector N° 2 that was carried out under the modality of structured Finance which allows to reduce the construction and operation risks and additionally to agree the payment forms, the incentives for execution and the penalties for breach or delay. In that regard, the results show that although the legitimacy to the intervention of the National Agency of Infrastructure (ANI) and the enterprise holding the concession to carry out the project are recognized, it is still to be solved the role of the National Agency of Infrastructure as a guarantor and a watchdog agency of the parts and institutions which participated as auditors regarding the felonies related to this project. | es_VE |
