The basis of industrial growth has reached its limit in the central countries, thus transferring its environmental costs to the newly industrialized countries, a situation that leads to face climate change and underlying agreements in a common front. Since 2011, Colombia, Mexico, Chile and Peru have been exploring ties in the Pacific Alliance for the construction of a subregional cooperation and integration space in terms of trade - goods, services, capital - and people, where the disjunctive in terms of energy presents a new paradigm. The objective of this article is to analyze how the PA has been a useful instrument for the richer countries than for the nations that make it up due to the exploitation of geostrategic resources and, above all, due to the transfer of highly polluting companies to this Latin American region. | es_VE |
